Okay, I'm sure that you all read the power hierarchy before this post... Right? Well, if not, GO READ IT FIRST!

Eh-hem, now then... For those who have already read the Power Hierarchy, you know that you are allowed to move through the power levels. In order to do this, there is a process. First, you must get an admin approval to challenge up. The admin will look at your postings and see how well you rp, first, and if they deem it up to standards, you can then challenge a person you think you're better than for their spot in a higher level. Now, let's be hypothetical here and say that you have a lieutenant and you want a captain spot. After you have obtained the stamp of approval from an admin, you will challenge one of the captains you think you're better than as an rp'er. There will be a challenge board set up for those who wish to go through the challenge process. There, all staff members will be able to watch the rp BATTLE between you and said captain. This will have high moderation to make sure that there is no god-moding, Mary Sue-ing, Metagaming, etc. The first sign of one of these, a staff member will give a warning, the second offense will result in disqualification from the challenge and you will have to wait until next time. Now, let's say you didn't do any of these, the staff will still be watching carefully and to see who the better rp'er is just in case you two cannot give up, (and we know you won't), we will end up deciding who the winner is after a certain period and decide whether or not you move up or not.

*To challenge someone, you must send a pm to the person you wish to challenge and a pm to an admin saying who you are wanting to challenge. The challengee will then have 48 hours to respond to the challenge or it will result in an automatic loss of rank. If they deny the challenge, it is also a loss.
